The audio clip was played on KFI Los Angeles’ John & Ken Show on June 22 and was presented as a real clip, not a parody. So, I assume it’s a real clip.
On June 14, Piolin traveled to DC to present what he said were a million letters in support of amnesty. The event was staged and the boxes supposedly containing the letters were empty:

Immigration Reform Bill Died
FoxNews WASHINGTON — A widely-criticized immigration reform bill died on a procedural motion in the Senate on Thursday night, but key negotiators are suggesting that it may live to see another day.
Republican Sens. Arlen Specter, Jon Kyl, Lindsey Graham and Mel Martinez were all upbeat after a vote to end debate failed 45-50, failing to reach the 60-vote threshold to move toward final passage.
